email blocking

I have a friend in Phoenix (No, really I do have a friend) that would like to block emails from a particular relative. This friend is using Vista and MSN email. Can they block emails from a particular source? Are they blocked or just routed to a discard area? Would the sender receive a notice that the email was undeliverable?

I have a new computer with Vista (still learning to get around) and also use MSN as my ISP. Starting on the MSN Explorer homepage if you click on the Safety tab, and then "Junk E Mail Guard Settings," this will bring you to the "Blocked Senders List" (although at this point I could not continue since for reasons I cannot explain my settings were "not currently available" on MSN).

I know for a fact that with AOL the sender who is blocked receives an automatic message back from the system advising that their message was undeliverable because their name has been blocked by the receiving party. I would assume MSN works the same way.
